Program & Project Manager

Program & Project Manager

Position Type: Full-Time

Security Clearance: Public Trust / Moderate Risk Background Investigation (MBI) or Secret

Job Function

The Program & Project Manager (PPM) oversees the strategic planning, execution, and delivery of multi-faceted federal procurement support, defense technology initiatives, and regional economic development campaigns. The primary function of this role is to drive the integration, lifecycle planning, risk management, and operational execution for decennial census operations, field infrastructure, data collection systems, and regional deployment frameworks. Acting as the primary bridge between executive leadership, client stakeholders, and technical teams, the PPM ensures that all projects are delivered on time, within budget, and in full compliance with federal standards (FAR, DFARS 252.204-7012). Working at the intersection of government policy, large-scale enterprise systems, and contractor support, the PPM ensures that division-level programs adhere to strict federal schedule milestones, Budget/Earned Value Management (EVM) parameters, and government lifecycle governance standards (including Title 13 requirements, NIST security guidelines, and GAO cost/schedule baselines).

Key Duties & Responsibilities

1. Program Integration & Decennial Operations Execution

  • Lead end-to-end program and project management support for operational tracks (e.g., Address Canvassing, Nonresponse Follow-up, IT System Integration, Field Infrastructure, or Geographic Support).
  • Develop, baseline, and maintain Integrated Master Schedules (IMS), Work Breakdown Structures (WBS), and Program Management Plans (PMPs) aligned with milestone lifecycles.
  • Monitor project performance against Baseline Cost, Schedule, and Scope metrics; apply dynamic recovery strategies (DPR Engine) to mitigate risks and technical pivots.

2. Compliance, Governance, Security & Title 13 Governance

·    Ensure all project management methodologies, system integrations, and data handling workflows strictly comply with Title 13, U.S. Code (data confidentiality and security mandates).

·    Oversee alignment with Federal Information Security Modernization Act (FISMA), NIST SP 800-53, and Census Bureau cybersecurity authority-to-operate (ATO) frameworks for connected technologies.

·    Support Division leadership in preparing response packages for Government Accountability Office (GAO), Office of Inspector General (OIG), and Congressional oversight audits.

3. Risk Management, Quality Assurance & Earned Value Management

  • Establish and maintain a comprehensive Risk, Issue, and Opportunity (RIO) management framework across projects, implementing proactively targeted mitigation plans.
  • Monitor project cost, schedule, and technical performance using Earned Value Management System (EVMS) principles and GAO-standard schedule analysis.
  • Conduct Lean Six Sigma quality assurance audits on operational workflows, data processing pipelines, and field logistics to drive operational excellence and reduce administrative friction.

4. Stakeholder Engagement, Reporting & Acquisition Support

  • Maintain real-time program status tracking using automated data dashboards and Earned Value Management (EVM) metrics.
  • Prepare and present high-level executive briefings, monthly status reports, financial burn-rate analyses, and dashboard visualizations for DCMD division leadership and steering committees.
  • Assist in drafting and reviewing contract documentation, including Statements of Work (SOW), Performance Work Statements (PWS), Bases of Estimate (BOEs), and Independent Government Cost Estimates (IGCEs).

Requirements & Qualifications

Education & Certifications

  • Bachelor’s Degree in Business Administration, Engineering, Information Technology, Operations Management, Systems Engineering, Public Administration, or a related field (Master’s preferred).
  • Project Management Professional (PMP) or Program Management Professional (PgMP) certification required.
  • Lean Six Sigma (LSS) Green Belt or Black Belt certification strongly preferred.
  • Earned Value Management (EVM) or Agile/Scrum Certification (e.g., CSM, SAFe) is a plus.

Experience

  • 8–10+ years of progressive project/program management experience within federal contracting, defense consulting, or regional economic development environments.
  • Demonstrated experience managing Firm-Fixed-Price (FFP) and Cost-Reimbursable contracts under the Federal Acquisition Regulation (FAR) and GAO cost/schedule standards
  • Proven track record managing multi-million-dollar federal portfolios, complex multi-system IT integrations, and geographically distributed operational infrastructures.
  • Experience with international development, regional infrastructure scoping (e.g., USTDA, MDBs), or economic workforce initiatives is preferred.

Skills & Competencies

  • Financial Management: Strong command of job cost accounting, EVM, fully burdened labor rates, and federal travel regulations (FTR/Fly America Act).
  • Communication: Exceptional verbal, written, and briefing skills; ability to articulate complex technical solutions to non-technical executive stakeholders. Demonstrated ability to brief SES-level government executives and manage multi-disciplinary technical teams.
  • Software Tools: Proficiency in MS Project, JIRA, Confluence, advanced Excel modeling, Tableau/PowerBI reporting, and advanced MS Excel modeling and modern BI/reporting platforms.
